Arthur Hellman at House Judiciary Committee Hearing on Judicial Recusals

Professor Arthur Hellman suggested to a congressional committee that Congress should consider a pilot project to allow “peremptory challenges” of federal district judges. Professor Hellman testified as an invited witness at a hearing of the Committee on Courts and Competition Policy of the House Judiciary Committee. The hearing topic was “Examining the State of Judicial Recusals After Caperton v. A.T. Massey.” Professor Hellman’s views were quoted in a National Law Journal story on the hearing.
