David Harris on Pragmatism vs. Theory in Police Accountability Systems

Professor David Harris spoke on "Pragmatism Versus Theory in Developing Police Accountability Systems"  as part of a symposium at St. Louis University School of Law on February 24, 2012.  The symposium, entitled "Control of Police Misconduct in a Post-Exclusionary Rule World: Can It Be Done?", featured academics and leaders of police departments and police licensing organizations from around the country.
