John Burkoff on Former PSU Administrators' Statute of Limitations Argument

Professor John Burkoff commented on the failure-to-report charges against Tim Curley and Gary Schultz, two former Penn State administrators.  Attorneys for both men have raised a statute of limitations defense, while the prosecution argues that the failure-to-report crime is a "continuing offense." According to Professor Burkoff, “the statute of limitations defense is Curley’s — and Schultz’s — best hope to beat it.”
