David Harris in USA Today Discusses Civilians Hired for Police Tasks

Professor David Harris spoke to USA Today about the trend in police departments to hire civilians to take on roles filled in the past by sworn officers. With state and municipal budgets around the country in deep trouble, more and more departments will likely use this approach to cut costs. "It's all being driven by the economy and we should expect to see more of it," says University of Pittsburgh law professor David Harris, who analyzes law enforcement practices. "As budgets are squeezed, an increasing number of duties are going to be moved off officers' plates." Link
