David Harris on KDKA Regarding Proposed Legislation Requiring Witnesses to Report Violent Crimes

Professor David Harris discussed the proposal for "Jennifer's Law," introduced on June 21 in the Pennsylvania legislature, that would make it a crime when witnesses fail to report violent crimes, as long as they can do so without harm to themselves. Harris told Pittsburgh television station KDKA that American law generally avoids crimes of omission. "There are problems of proof because it's much harder to prove what was in somebody's mind by what they didn't do, instead of what they did do." Link, with video link at right
