Biography

Blaine is responsible for coordinating the Firm's representation of energy industry clients on land use and other local regulatory matters. He has represented oil and gas operators in obtaining local government approvals for Marcellus Shale and coal bed methane wells, compressor stations and processing facilities, pipelines and quarrying operations supporting the industry. He has assisted industry clients in analyzing the substantive impact and procedural requirements of land use and working with municipalities to voluntarily amend their ordinances to authorize drilling and other activities. 

Blaine has served as solicitor and special counsel for several municipalities. He participates in the Marcellus Shale Coalition Legislative Committee and he is a member of the Pennsylvania Independent Oil and Gas Association.

Among many other honors, Mr. Lucas has been listed in The Best Lawyers in America in the Land Use and Zoning and Municipal Law Sections. He speaks and publishes frequently on numerous municipal law issues, with a particular emphasis on land use matters. He teaches land use law at the University of Pittsburgh School of Law.
